CDA Violates Own Board’s Decision, Demands Late Payment Charges from Park Enclave Allottees

By: Abdul Rehman Abbasi

ISLAMABAD: In a shocking turn of events, the Capital Development Authority (CDA) has violated its own Board’s decision by demanding late payment charges from allottees of the Park Enclave Housing Scheme. This move has caused outrage among the allottees, who have already paid their dues in full.

According to sources, the CDA Board had decided to waive off late payment charges for Park Enclave Phase-I, Phase-I Extension, Phase-II, and Phase-III in its meetings on 20-03-2020 and 16-02-2022. However, the Finance/Accounts Department has disregarded these decisions and is now demanding delayed payment charges from allottees.

The Park Enclave Housing Scheme was launched in 2011 with grand promises of state-of-the-art infrastructure and facilities, including Sui Gas, which have yet to be fully delivered. Despite the CDA’s failure to provide the committed facilities, the authority is now penalizing allottees for its own shortcomings.

Allottees have expressed their dismay and frustration at the CDA’s sudden change in policy, which they claim is unfair and unjust. They have demanded that the CDA respect its own Board’s decisions and waive off the late payment charges as promised.

The CDA’s actions have raised questions about its accountability and transparency. The authority’s failure to provide basic infrastructure and facilities to allottees has already caused significant delays and financial losses. Now, by demanding late payment charges, the CDA is adding insult to injury.

The allottees have appealed to the CDA Chairman to intervene in the matter and ensure that the authority respects its own decisions. They have also threatened to take legal action if the CDA continues to violate its own Board’s decisions.

DEMAND FOR ACTION
The allottees demand that the CDA:

  • Respect its own Board’s decisions and waive off late payment charges.
  • Provide basic infrastructure and facilities as promised.
  • Take action against officials responsible for violating the Board’s decisions.
